DCF Plantation: ADMINISTRATORS ON THE DCF PLANTATION AND STATE COMPUTER USE

Research from Freedom of Information Act documents we received point to possible misuse of state computers by three top administrators at DCF and Connecticut Juvenile Training School. I invite all readers to take a look at the snapshots listed below, and ask your self are these job related.

AnnMarie Ritter's website usage: Ann Marie is the Principal Human Resources Specialist for DCF . She is responsible for upholding the letter of the law as it pertains to HR policy issues. How come it reads on website data she appears to be looking for information how to sell her music on iTunes. At one point Ann Marie searched Google with a state computer for subjects about credibility gap. The definition of credibility gap is "lack of trust, lack of believability and discrepancy." How much credibility does a Human Resources Department Head have when she approves for people to be escorted off CJTS /DCF property for doing what she does- using a state computer for non work related subjects? If you look at one of the snapshots below you find Ann Marie looking for policy on misuse of state equipment. It ironic that she has disciplined people and not herself. Where is the justice in this?

John DiPilla: This man is the second in command at CJTS his title is Assistant Superintendent . He has responsibilities of keeping employees and residents safe etc. Yet, DiPilla appears to be on FoxSports for at least an hour on some days. Not to mention that FOI records indicate interest in a landscaping business-and this is done using a state computer. There are people currently not working at CJTS (see item of this website Ruel Catching Hell) due to heavy handed policies about computer use. Hey DiPilla, is part of your job description to peruse sports pages or look for landscaping concepts? Who watches you as you supposedly watch everyone else?

John Mattera: This man is a State School Principal 2 at CJTS. With such a job there are many responsibilities such as monitoring the academic achievements of CJTS residents. How does a school principal have the time to do all of this while at work? while using state equipment? I suspect men do visit Victoria Secret website; documents indicate Mattera haunts this site. It also appears that personal banking is done at work using state computers, and to access SLS Loan Service which is a mortgage Company. Let us not forget his access to Money.CNN.Com concerning stocks and banking. Could the access to a flower shop in Canton have anything to do with Victoria's Secret? Hey, can anything written above relate to mentoring children at a facility for young boys?
