BLACK DCF WORKERS IN WILLIMANTIC UNDER ATTACK ?

There are rumors swirling in the murky ether of negative treatment of black workers in a social service agency. It is alleged that the Department of Children and Families is targeting black employees at its Willimantic office. One source claims a worker named Bella Wilson 'sistah' came under scrutiny by white management and then escorted off the DCF property for vague reasons. This theme of abusing black employees is a narrative that continues from years ago. "More black workers-male and female-are being targeted."

THE ALLEGATIONS OF SEXUAL MISCONDUCT ARE NOT BEING ADDRESSED

 The Department of Children and Families in Hartford, CT  supposedly ignored repeated rumors of sexual misconduct by a male in top leadership. The person in question has since departed DCF in order to evade possible exposure. This reporter listened intently as two female employees of DCF explained how a male in top leadership was involved in sexual affairs with females he supervised. According to sources this leadership person used his authority as a way to have sex with several women. In 2015-2016 some of this leaked out.

When will a full investigation take place??

GAY MAN OF COLOR AT DCF WILLIMATIC OFFICE EXCESSIVELY MONITORED BY SUPERVISORS ?

The allegations about racial discrimination against employees of color at Department of Children and Families in Connecticut is a constant theme. In the year 2010 five workers at Connecticut Juvenile Training School filed a class action racial discrimination against Connecticut Juvenile Training School in Middletown, CT. Then employee Cornell Lewis et al. forced DCF to have  conversations about race..after Cornell complained to Governor Jodi Rell.

Now rumors are swirling of how insensitive supervisors at DCF in Willimantic are discriminating against a gay man of color. The main problems from what this writer is told are 1.he is a black man, 2. he identifies as a gay person.

There is a lot more to this story that shall be revealed in the near future.

There is quite a bit of racial animus toward employees of color at the Willimantic DCF office.

ALLEGATIONS OF SEXUAL PECCADILLOES AT DCF POSSIBLY COVERED UP, WHILE TOP STAFF QUIETLY DEPARTS

There are swirling rumors that a high ranking male member within Department of Families and Children was involved intimately with female employees over a period of years. This pattern of sexual activity with female staff at DCF Central Office on Park and Hudson Street ( also at a field office in Hartford ) grew to the point where it could not be ignored any longer. The fact activity of this type would be brushed under the rug at all is troubling for this agency, claiming to put children safety as a priority. This writer encountered several current and former workers at DCF Central Office who spoke about the wink and nod that allowed sexual activity by a male official within Central Office to go unchecked.

We have all heard about the #ME TOO Movement exposing sexual abuse of men in power toward women in Hollywood, industry, television media, Congress and Senate. Men were called out and rightfully punished for foul behaviors. Yet it appears as if men within DCF's Central Office hierarchy have a Monopoly Pass To Go-when rubbing up against and being involved intimately with female staff.

Instead of this drama of men behaving badly coming out into the open, DCF allowed the perpetrator to quietly relocate. Hmmmm! Looks like women in charge of DCF either did not know about what goes on with staff or do not care.

THE LETTER THAT SHOCKED THE BLOOMFIELD PUBLIC SCHOOL DISTRICT

We are receiving reports that a heartfelt letter from the victim was sent to several of her Bloomfield colleagues in an attempt to bring awareness to racial discrimination within the Bloomfield Public School District. Sources confirmed that several employees were visibly very emotional after reading the letter. Many were seen crying and in complete astonishment as to what this woman has been forced to endure. We were told that shortly after the emotional letter began circulating the district, the victim was asked by HR director William Joslyn to surrender her keys placed on administrative leave, citing the letter as a potential reason for doing so. Several attorneys have reviewed this letter and have confirmed that the victim was exercising her First Amendment right and engaged in what’s considered protected speech. Several of her colleagues, parents, and community members are not rallying around this issue and demanding justice.

RUMORS OF SEXUAL HARASSMENT AT BLOOMFIELD HIGH SCHOOL, WHERE THE HELL IS THE #ME TOO MOVEMENT?

As
we continue with part 2 of our reporting, the hallways of Bloomfield High School are buzzing as many are now putting together pieces to a puzzle as to why one of their co-workers was abruptly transferred.

We
will now explore the harassment and stalking that was briefly mentioned in part 1. According to several credible sources, the woman of color from part 1 who is  known for advocating for students was subjected to multiple sinister acts by a male administrator
at Bloomfield High School. Acts such as multiple unwanted phone calls, catcalling, intensified surveillance using district security cameras, being stalked in the halls of the high school, lewd comments, as well as other diabolical acts. The victim reported
these instances to Human Resources but nothing was done to the administrator, in fact his behavior towards her escalated. Sources say that on one occasion he was even observed watching the victim on surveillance cameras and was overheard referring to the victim using a
misogynistic racial slur.  Multiple individuals said the victim felt terrified and even changed her routine to avoid contact with the administrator but felt that prompted him to become more aggressive with her as he began unleashing a series of insidious acts
upon the woman. On several occasions she began finding nails in her tires. When she continued ignoring him, he began making up malicious rumors about her including a “pregnancy”, her weight, and later transferred her to another location to punish her. Sources
revealed that during the time period of these acts she tried to report the additional harassments to the higher-ups but was constantly given the runaround and ignored. Not only did several managers refused to meet with her, on one occasion  she was directed
by a high-level manager to report her abuse to the same person she complained was inflicting the abuse.

America
the #MeToo movement has done an incredible job spotlighting and demanding justice in situations  involving celebrities but what about originary working females? When will the #MeToo movement expose and demand justice for  what’s being done to an ordinary working
class woman?

SEXUAL HARASSMENT AND RACIAL DISCRIMINATION IN THE BLOOMFIELD SCHOOL DISTRICT

What is going on in the Bloomfield School District??? This is unbelievable! According to several reliable sources, a woman of color who is employed by the Bloomfield Public School District has been harassed, assaulted, and discriminated against for advocating for students, informing management of her harassment and assaults, as well as questioning certain policies which specifically targets minorities. Sources state that since reporting these matters to management she was targeted and ostracized as the mistreatment towards her intensified. Sources indicated that she was then retaliated against, threatened financially, and subjected to hostile working conditions. It is the belief of many, that the actions being taken against this woman are deliberate and systematically done, in order to deter other employees from reporting incidents of sexual harassment and racial discrimination.

Sources have reported that the individual who is originally from Bloomfield and grew up in the Bloomfield School District, took a job with the district about 4 years ago. She would purchase lunch for students who could not afford it, stayed after school to tutor students falling behind in their classes, and assisted present and past students with job search and resume writing. In the 4 years she has been working with the district, she has never been disciplined or received any negative evaluations. Sources indicated that after learning that two minority students had been called racial epithets by a teacher, she reported that incident as well as other unethical and discriminatory practices to school officials and was reprimanded for doing so. Sources revealed that she was then subjected to insidious behaviors. For example, being told by an employee to keep silent about any retaliatory methods that were being used against her.

Local activists led by Cornell Lewis are looking into this case, and are considering further actions in her defense.

TRUE VANGUARD PROTEST AT STARBUCKS OVER RACISM

A few freedom fighters went to Starbucks in Bloomfield, CT to protest the arrest of two black male patrons in a Philadelphia store last week. We were met with stares, glares, questions, and fear. I produced a hanging noose to emphasis how America used lynching as a means of social control. In 2018 social control is used by removing threatening black males from Starbucks for no reason This teaches blacks to "know your place."

Sophia Dixon worked for 11 plus years for a company named Key Human Services. Sources report that on March 1, 2018 Sophia was terminated. She had been working at a group home for adults with disabilities located at 15 Applewood Road Bloomfield, CT. Sophia is rumored to have inquired about a unsatisfactory evaluation from a male supervisor on the job. Also Sophia may have suffered from unwanted sexual advances from supervisors, the threat of revealing this news might have been another reason for her termination.
Sophia is a woman of color and is in need of the communities help.

CHARGES OF LOW WAGES, LONG HOURS AND THE TARGETING OF SOPHIA DIXON

In a previous blog story sources revealed that incidents at a group home in Bloomfield, CT raised cause for concern. First of all a woman of color named Sophia Dixon was terminated March 1,2018 from the group home on Applewood Road in Bloomfield. She had worked at the group home for over 13 years and the only crime committed during that time period [ in management's thinking] was questioning a performance evaluation. Several sources indicate how this particular group home operated by Keystone Human Services hires employees at low wages. The standard work shift is over 8 hours and includes employees caring for adults with cognitive or disability issues. Now add into the group home environment supervisors targeting employees considered trouble makers and tensions can run mighty high.

Why after over 13 years on the job did Sophia Dixon get bum rushed out the door? Keystone Human Services is a company with group homes in other states. I wonder if the treatment Sophia received is universal practice in other group homes owned by Keystone Human Services ?

RUMORS OF RACIAL DISCRIMINATION AND OTHER PROBLEMS AT GROUP HOME

The rumors are swirling around a home for adults with cognitive and physical disabilities. Several sources report that a group home in the Bloomfield area is not exactly a place people might want to work in. For example a former employee named Sophia Dixon is said to have worked 13 years at this Bloomfield facility with a decent evaluation. For some reason Sophia was given a negative evaluation and wanted to know why! Then sources indicate Sophia became the target of a male supervisor who might have made comments unbecoming to his position about her. Somewhere along the line racially charged comments were placed in an email about Sophia [ still working on finding out exactly who sent email]. On March 1,2018 Sophia Dixon was fired.

The DCF Plantation Blog is still collecting data on this issue. In future stories DCF Plantation will focus on the following story lines at this Bloomfield group home. The home is funded by the Department of Development Service.

1. Long working hours and low wages.
2. Charges of  male supervisors and female staff intimacy [ with cover up by management ].
3.Breach of Hippa violations against Sophia Dixon.

Connecticut Lottery Uses Taxpayer Money to Collect Files On Whistleblower.

The folder below contains photographs of Adam Osmond and family. Adam is a whistleblower that has exposed corruption within the Connecticut Lottery and other state agencies. CORRUPTION DISCOVERED IN DCF AND DECD, CORRUPTION MADE PUBLIC, BUT EVIDENCE DESTROYED.

The fight against corruption within state agencies has been carried on by Adam Osmond. Adam is a state worker that has suffered greatly due to his whistle blowing efforts within Department of Children and Families (DCF) and Department of Economic and Community Development (DECD). In 2008 Mr. Osmond discovered widespread abuse of state credit cards being used in DCF to purchase gas and fix personal cars of employees totaling hundreds thousand dollars [ see below some of the misuse transactions]. In the case of DECD -last 4 years- Mr. Osmond discovered and exposed mismanagement of state funds, this was reported to the state auditor et al. with no real action taken yet. What has been done to Mr. Osmond is similar what state officials did to former Ethics Director Alan S. Plofsky.

Email from DECD showing that someone at DAS sent anonymous documents to the person who was interviewing Mr. Osmond for a position. 

Affidavit letter showing that management requested to destroy the documents that was sent anonymously.  It is against State law to destroy public documents without the permission of State Public Library Public Records. 

Small part of the illegal use of State credit cards that Mr. Osmond discovered,.and through his database these activities were halted.  Adam reported this abuse to the State Auditor which in resulted in retaliation against him as a whistleblower.

Emails from the State Auditors showing that they agreed with Mr. Osmond's findings, and giving him credit  for stopping the waste of State funds.

NEW REVELATIONS ABOUT OLD FINANCIAL CONCERNS AT CJTS

A person sat down with this reporter at a coffee shop recently to discuss something important. It is no surprise to readers of this blog that Connecticut Juvenile Training School has been, and still is, woefully managed by old white men in administration. Whether it is allowing employees to abuse Workers Compensation, dispensing overtime to favored employees, using a white male employee as an instrument for keeping chaos brewing on campus, that facility is out of control. Now it is reported of how CJTS a few years ago, used scarce public funds for projects. When lawmakers et al.decided to close this facility in summer of 2018, one of the reasons cited revolved around finances, it cost lots of money to keep the facility open. In addition allegations of employee abuse in resident restraints were a factor.

So if residents are being sent to other facilities [beginning four years ago]- why spend more money at CJTS? It is reported how CJTS spent eight million dollars to build additions on to the old school structure facility for residents. Now wait a damn minute. There is already a school structure that could have accommodated residents [especially since residents were being phased out numerically]. All management had to do was restrict residents to a certain part of that existing school building. The official statement CJTS let out went like this "there is no money for other projects." Okay so where did white folk find eight million dollars for the project? This story gets better though, two million dollars went to fix up an abandoned female facility down the road. You cannot make this kind of stuff up. In the midst of severe budget crisis in Connecticut, monies magically appear for funding projects of a facility due to close. Now remember the building project at CJTS took place years ago- after it was decided to close the facility. Then these damn fools in management spent more money to refurbish a female facility nobody lived in.

Lord Jesus strike those people running that facility with blindness.

COMMUNITY MEETING ABOUT DCF A PORTENT OF THINGS TO COME ?

The meeting in Hartford, Connecticut was packed with people. Only one subject was discussed on the agenda i.e. how the Department of Children and Families must be challenged on policies of racism. For over two decades the DCF has been accused by clients it serves and members of the community of institutional racism. Clients of color claim DCF targets their children disproportionally than other ethnic groups in the Connecticut area. Also people of color complain DCF barges into homes and removes children for flimsy reasons. When we look at the community concerns the issues are as follows, DCF doles out millions of dollars in contracts to service clients by white governed institutions. The few clinical agencies people of color manage, are ignored when DCF dispenses largesse from their cornucopia, i.e. monies from state and federal sources.

In the midst of all of this, DCF also disciplines employees of color more than other ethnic groups, terminations, letters of reprimand, etc. In the middle of a community of color on Park / Hudson Streets sits a structure called DCF... with headquarters. It is a monument to white apartheid policies and an insult to people of color... sitting there ... living off the misery and blood of blacks and Hispanics. Let me be clear. There is no logical reason for community members to continue discussing DCF racism... it is documented. In 2011 five members of Connecticut  Juvenile Training School [people of color] launched a lawsuit about racial hostility in that facility. How much longer do people in the community need to debate the obvious -DCF racism- before confronting this behemoth of institutional racial?

The meeting recently about DCF in Hartford might be a portent of things to come with people of color seeking to dismantle it. Stay tuned.

THE PLANTATION IS DUE TO CLOSE IN MAY 2018, RESIDENTS AND EMPLOYEES CAST TO THE WINDS

The word about Connecticut Juvenile Training School is that it is due to close May 2018. It has been determined by those people in positions of power, that CJTS must close due to ineffectiveness in treating male residents. For years Key Stone Cops administrators at CJTS were unable to effectively steer that facility through crisis with employees, nor with other issues. Finally in desperation -in order to get the heat off them- management blamed ALL of CJTS woes on Youth Service Officers harsh restraint of residents. What makes this story so sad is how YSO's could have banded together and held management accountable for all the dysfunctional antics at that facility. Instead many YSO's chose to place blame on several courageous employees, who filed a lawsuit of racial discrimination against CJTS in 2010. The YSOs and staff blamed former employees Cornell Lewis, Scott Beck, and current employees  YSO Kevin Strachan, supervisor Linette Gaunichaux and YSO Veronica Rogers for the lawsuit. Fear, cowardice, and ignorance were causes for YSOs et al. not standing up to management before and after filing of this lawsuit.

Now the chickens have come home to roost. A former employee who secretly worked for management became a whistleblower. This person provided documents to legislators et al. about so called abuse of residents by staff. Enemies of CJTS jumped on this news like a chicken on a June Bug. Politicians visited CJTS, held press conferences about possible resident abuse. When things really got hot and publicity focused on plantation management, then a black male YSO named Dupree was sacrificed as the prime example of negative client restraints. Yeah you got it, the youthful, muscle bound black man as King Kong. Dupree got ALL the blame for CJTS woes People overlooked white male management i.e. how they ran that facility into the ground.

Now the final curtain is about to fall. The fat lady is singing behind stage curtains and YSOs are soon to be cast to the winds. Rumor has it some YSOs will go to Correctional facilities, Whiting Forensic facility, or another detention institution. White administrators will be placed in other state facilities where no one will know about how CJTS was managed badly. All of this sad scenario could have been avoided if YSOs organized behind activists at that facility and called management out.

However fear, cowardice, and ignorance caused employees to remain silent. Now in May 2018 a facility will close. Residents are scheduled to be sent to other facilities.

RACIAL TURMOIL AT WHITING FORENSIC HOSPITAL ?

Various employees of Whiting Forensic Hospital contacted DCF Plantation blog in February of 2018 about racial discrimination by administrators. From what is reported black employees are terminated more than other ethnic groups and receive harsher disciplinary measures across the board. The NAACP and local media got involved with this issue while the local employee union has shied away from representing the rank and file at WFH. At least 20 people presented written testimonies of racial animus by administrators during a public hearing January 25, 2018 held at Washington Middle School in Meriden, Connecticut. There were, of course, officials in attendance from the Department of Mental Health and Addiction Services [ DMHAS]. And even though the Commissioner of DMHAS attended the meeting, very little has been done  (according to employees) to eliminate unfair discrimination toward blacks in this large institution. While vocal advocates of black egalitarian rights seek the limelight in other geographical areas , right here in Connecticut problems exist. Major institutions within Greater Connecticut are bastions of white supremacy and have years of documented complaints from people of color about unfair discriminatory practices toward blacks.

When will the brothers and sisters receive help from community leaders about these racial issues ?

IS IT TRUE LINETTE GAUNICHAUX IS RETIRING AND THAT WHITE MANAGEMENT IS HAPPY ?

The rumor mill is working overtime at Connecticut Juvenile Training School in Middletown, CT. Sources claim black female CJTS Supervisor Linette Gaunichaux has filed papers to retire soon. This has not been confirmed by anyone, however it must come as sweet music to the ears [ even if it is a rumor] of CJTS white management. The good ol' boys at the plantation have been fighting Ms G.- as she is called- for over 20 years about various issues. Linette has stood up for the right of Youth Service Officers and other staff when being treated negatively by management. She has also been a staunch advocate of AFSCME Union representation for workers. Linette is currently a Union Stewart. Linette also joined a group of five people in launching a discrimination law suit against CJTS several years ago. She is a woman that treated everyone equally and favored no one. She sought the truth and exposed those people who were not doing their job.
