CORRUPTION DISCOVERED IN DCF AND DECD, CORRUPTION MADE PUBLIC, BUT EVIDENCE DESTROYED.

The fight against corruption within state agencies has been carried on by Adam Osmond. Adam is a state worker that has suffered greatly due to his whistle blowing efforts within Department of Children and Families (DCF) and Department of Economic and Community Development (DECD). In 2008 Mr. Osmond discovered widespread abuse of state credit cards being used in DCF to purchase gas and fix personal cars of employees totaling hundreds thousand dollars [ see below some of the misuse transactions]. In the case of DECD -last 4 years- Mr. Osmond discovered and exposed mismanagement of state funds, this was reported to the state auditor et al. with no real action taken yet. What has been done to Mr. Osmond is similar what state officials did to former Ethics Director Alan S. Plofsky.

Email from DECD showing that someone at DAS sent anonymous documents to the person who was interviewing Mr. Osmond for a position. 

Affidavit letter showing that management requested to destroy the documents that was sent anonymously.  It is against State law to destroy public documents without the permission of State Public Library Public Records. 

Small part of the illegal use of State credit cards that Mr. Osmond discovered,.and through his database these activities were halted.  Adam reported this abuse to the State Auditor which in resulted in retaliation against him as a whistleblower.

Emails from the State Auditors showing that they agreed with Mr. Osmond's findings, and giving him credit  for stopping the waste of State funds.

NEW REVELATIONS ABOUT OLD FINANCIAL CONCERNS AT CJTS

A person sat down with this reporter at a coffee shop recently to discuss something important. It is no surprise to readers of this blog that Connecticut Juvenile Training School has been, and still is, woefully managed by old white men in administration. Whether it is allowing employees to abuse Workers Compensation, dispensing overtime to favored employees, using a white male employee as an instrument for keeping chaos brewing on campus, that facility is out of control. Now it is reported of how CJTS a few years ago, used scarce public funds for projects. When lawmakers et al.decided to close this facility in summer of 2018, one of the reasons cited revolved around finances, it cost lots of money to keep the facility open. In addition allegations of employee abuse in resident restraints were a factor.

So if residents are being sent to other facilities [beginning four years ago]- why spend more money at CJTS? It is reported how CJTS spent eight million dollars to build additions on to the old school structure facility for residents. Now wait a damn minute. There is already a school structure that could have accommodated residents [especially since residents were being phased out numerically]. All management had to do was restrict residents to a certain part of that existing school building. The official statement CJTS let out went like this "there is no money for other projects." Okay so where did white folk find eight million dollars for the project? This story gets better though, two million dollars went to fix up an abandoned female facility down the road. You cannot make this kind of stuff up. In the midst of severe budget crisis in Connecticut, monies magically appear for funding projects of a facility due to close. Now remember the building project at CJTS took place years ago- after it was decided to close the facility. Then these damn fools in management spent more money to refurbish a female facility nobody lived in.

Lord Jesus strike those people running that facility with blindness.

COMMUNITY MEETING ABOUT DCF A PORTENT OF THINGS TO COME ?

The meeting in Hartford, Connecticut was packed with people. Only one subject was discussed on the agenda i.e. how the Department of Children and Families must be challenged on policies of racism. For over two decades the DCF has been accused by clients it serves and members of the community of institutional racism. Clients of color claim DCF targets their children disproportionally than other ethnic groups in the Connecticut area. Also people of color complain DCF barges into homes and removes children for flimsy reasons. When we look at the community concerns the issues are as follows, DCF doles out millions of dollars in contracts to service clients by white governed institutions. The few clinical agencies people of color manage, are ignored when DCF dispenses largesse from their cornucopia, i.e. monies from state and federal sources.

In the midst of all of this, DCF also disciplines employees of color more than other ethnic groups, terminations, letters of reprimand, etc. In the middle of a community of color on Park / Hudson Streets sits a structure called DCF... with headquarters. It is a monument to white apartheid policies and an insult to people of color... sitting there ... living off the misery and blood of blacks and Hispanics. Let me be clear. There is no logical reason for community members to continue discussing DCF racism... it is documented. In 2011 five members of Connecticut  Juvenile Training School [people of color] launched a lawsuit about racial hostility in that facility. How much longer do people in the community need to debate the obvious -DCF racism- before confronting this behemoth of institutional racial?

The meeting recently about DCF in Hartford might be a portent of things to come with people of color seeking to dismantle it. Stay tuned.
