MANAGEMENT DECIDES NOT TO HAVE DUPREE ARRESTED; OR IS THIS DECEPTION AND INTRIGUE?

The sources located within Department of Children and Families contacted the DCF Plantation blog recently. These DCF people report that Connecticut Juvenile Training School Key Stone Cops administrators are not going to seek warrants from a judge to have Youth Service Officer Dupree arrested. It was just last week that this blog posted the story of how Dupree was involved in an altercation ( during riot conditions by residents ) with incarcerated residents. Dupree had to physically restrain some residents in order to restore the rule of law on his Unit 4D. However, soon after all residents were safely back in their rooms, sinister goings on by management surfaced. Dupree was placed on administrative leave for supposedly being overly aggressive; then to make matters worse management sought to have judges sign arrest warrants for YSO Dupree.

Now we have learned that management decided this week not to seek charges against Dupree. Could this about face have something to do with the fact Dupree's story was posted not long ago in this blog? Perhaps the tide changed in Dupree's favor because of how DCF/ CJTS have been exposed in their disproportionate disciplinary actions as it relates to black and Latino male employees . The DCF Plantation blog requested FOIA documents last year about termination, discipline, reprimands of DCF employees. In the documents this blog received it is clear that 66% of all terminations are aimed at employees of color, especially males. Now Dupree is male / black, that puts him in the danger zone.

However, now CJTS is saying " we will not seek to have Dupree arrested but reserve the right to punish him through Human Resources." This is where the old Muhammad Ali "rope- a- dope" comes in to play. You can bet management will seek to inflict severe punishment on Dupree and call it justice. After all, it is open season all over America on black males, ( police inflicting punishment on men of color without mercy) and CJTS is just mirroring with Dupree what it sees in larger society.

YOUTH SERVICE OFFICER DUPREE IS ANOTHER BLACK MALE FACING DISCIPLINE ON THE PLANTATION

The signs are clear at Connecticut Juvenile Training School that black male employees suffer disproportionate discipline than other ethnic groups.  For years case after case of bias against Youth Service Officers have one thing in common----black males are singled out, victimized or emasculated by Key Stone Cops management. Let us look at the latest case involving Youth Service Officer Dupree. People notice Dupree immediately because of his size, the brother is built like a Sherman Tank. And perhaps Dupree's weight lifter body is the cause of fear that made management target him -some claim unfairly- for discipline.

Reliable sources report that Dupree was working on Unit 4D on April 1, 2015 when incarcerated residents started a riot situation, fighting peers etc. According to sources, YSO Dupree's co-worker was on an activity with other residents and could not assist in quelling the riot. After Dupree and other YSOs contained the riot, things returned to normal on Unit 4D ( or so it seemed ). As usual management reviewed tape of Dupree trying to contain residents rioting and decided something was wrong with what they saw. Ergo, management decided on April 16th to place Dupree on Administrative Leave for being negligent ( rough in handling residents ) during the riot. In almost 4 years of employment YSO Dupree never received disciplinary action due to improper restraint techniques-so why now ?? To further boggle the thinking of rational people, management recently allowed a white male employee back on the property despite several incidents e.g. (1) physically hitting a resident several years ago, (2) being terminated and allowed back at CJTS under strict guidelines / sanctions, (3) being escorted off the property AGAIN a few weeks ago- not allowed within sight of the facility, (4) then finally reinstated and given his YSO status back. However YSO Dupree ( the huge black employee ) is treated shamefully because management does not interact well with black male employees. DCF Plantation blog has printed statistics gained through Freedom of Information Act documents showing disproportionate discipline of black and Latino males.

However now CJTS management is trying to get a judge to sign warrants that will allow police to arrest Dupree.   What the hell is going on inside the thinking of CJTS administrators ? People actually seeking to have this black man arrested while another white male employee gets multiple chances and keeps his job!! To make matters worse the white male YSO roams CJTS grounds bragging " I am like Jesus Christ, the more management tries to bury me, the more I am resurrected."

Dupree is another black male facing discipline on the DCF Plantation.

KEVIN STRACHEN RETURNS TO THE PLANTATION IN SPITE OF BEING TARGETED

The story was posted on this blog recently about how Youth Service Officer Kevin Strachen got involved in  a situation at the Pueblo Girls facility. Strachen [ and Unit Leader from Connecticut Juvenile Training School ] went to an emergency call [ code blue ] because female residents could not be managed by on site staff at Pueblo House. While on the facility grounds the UL made a decision that required the female residents to be placed in their rooms. After the incident was over management reviewed  video tapes and concluded Strachen did something wrong i.e. accidently closed a room door on resident's arm. At this juncture CJTS management placed Strachen on paid administrative leave while launching an investigation ( called 136 ), and hiding under protection of  mandated reporter status.

Strachen was part of a class action lawsuit in 2010 claiming white management within CJTS created hostile working conditions among employees of color. Since that time the lawsuit has been settled and two workers -part of the lawsuit- no longer are employed at CJTS. However this settlement has not stopped CJTS Key Stone Cops management from targeting those three employees [ for discipline ] remaining at CJTS. It is reported from sources that Kevin Strachen returned  May 12, 2015 after being cleared of any wrong doing as it relates to the Pueblo Girls facility restraint. However the real issue revolves around vindictive management targeting people of color they feel threaten the white apartheid hierarchy on the CJTS / DCF plantation.

At this juncture Kevin Strachen returns to the CJTS Plantation in spite of being targeted.

TRANSGENDER PERSON RETURNS TO THE PLANTATION AS MALE

The conversation is going around that a transgender person - know previously as female- is now back at Connecticut Juvenile Training School in Unit 4B. For those who may not know it, Jane Doe was formerly housed at CJTS ( a male facility ) then Pueblo House ( a girls facility run by the Department of Children & Children ). When those running the CJTS / DCF plantation could not decide on what to do with Jane, the transgender person was shipped off to York Correctional Facility -a female facility. What is going on here folks ? How can adults run facilities and manage young lives like they are presently doing. Such decisions i.e. to admit, now as a man, someone that management had trouble providing services for as female is beyond the imagination of rational thinking people.

Also the rumors are circulating that state officials approved the transgender person now housed at CJTS as male, to receive a hair weave costing $400.00 dollars. Some employees at CJTS cannot fathom exactly what the heck is going on as it relates to ( once again ) Jane Doe or now using a male name.

IN THIS DIFFICULT SETTING OF HOPE AND FEAR

The struggle currently being waged in cities like Baltimore and Ferguson, Mo highlight people are suffering. Injustices in both towns against human beings over a period of years exist because of leadership that devalues the worth of someone, simply due to skin pigmentation or how they are viewed. What is happening at Connecticut Juvenile Training School and the Department of Children and Families Plantations intersects with what is going on in society. Certain people at CJTS are targeted, investigated, have their transgression overlooked, or disciplined due to whims of management.

Kevin Strachen was featured in a previous blog story because after having to restrain a female at the Pueblo Girl's facility, a witch hunt of vindictiveness against him occurred. Those people running the CJTS Plantation have now implemented detailed scrutiny of Strachen.  However in the meantime, looking the other way when a fellow white Youth Service Officer is allowed BACK on the property, after being in numerous disciplinary situations. Strachen is black and was involved in the DCF Plantation 5 class action lawsuit filed in 2010. Thus, Strachen is a target because of his activism, while white management is using policy and procedure to punish-once again- the black male who does not "know his place."

Let us juxtapose what is happening to YSO Strachen with that of a white YSO that has been disciplined many times for spewing socially unacceptable vitriol aimed at fellow co-workers, especially those of a darker skin hue. In times past the white YSO committed several incidents against residents and fellow YSOs that should have been grounds for dismissal from CJTS. However the white YSO received numerous chances and counseling; meanwhile back at the ranch, Kevin Strachen is under a microscope while working. Key Stone Cops management are now investigating Strachen ad nauseam ( to an absurd or sickening degree ) based on other factors ( skin pigmentation / personal dislike ). Just as black men and others are targeted in American society, so too is Strachen singled out at the CJTS Plantation.

It is in this difficult setting of hope and fear the employees of CJTS / DCF Plantations must operate.
